§ 93.44 FILING COMPLAINT.
   (A)   Any person, including the city, who believes there is property located within the corporate limits of the city which has growing plant matter in violation of this subchapter shall make a written complaint signed, dated and filed with the City Clerk. If the city makes the complaint, an employee, officer or Council member of the city shall file the complaint in all respects as set out above.
   (B)   When weeds or grasses growing on any lot or parcel of land in the city are in excess of 12 inches in height or which have gone to seed, it shall be the duty of the City Clerk to serve notice on the owner, occupant or agent of the lot or parcel of land, ordering such owner or agent to have such weeds or grass cut and removed within 10 days from the date of this letter and stating that in case of non-compliance, the removal will be done by the city at the owner’s expense.
