The purpose of this chapter is to protect the public health, safety, and welfare of the residents of the city by licensing and regulating the hauling of solid wastes within the city, which licensing and regulation the City Council hereby determines to be necessary to ensure the proper management of solid wastes in compliance with the city’s 2030 Comprehensive Plan, the Washington County Solid Waste Management Master Plan 2012-2030 and any updates to those plans approved by the city or the county and with the state and/or the county recycling and solid waste reduction mandates and to eliminate other and similar health and safety hazards which the Council finds now exist or are to be anticipated in the absence of this licensing and regulation.
