Anyone keeping or maintaining any wild animals at the time this subchapter is adopted has 90 days in which to comply with the provisions of this subchapter. Extensions beyond 90 days may be granted by the City Council for good cause, but in no case shall the extension permanently exempt a person from the requirements of this subchapter.
