§ 2.56.030 CITY MAGISTRATE—POWERS AND DUTIES.
   The powers and duties of the Magistrate shall include:
   A.   The powers and duties set forth and conferred upon him or her under the provisions of the State Constitution and statutes, this code, and the ordinances and resolutions of the city;
   B.   The keeping of a docket in which shall be entered each action and the proceedings of the Court therein;
   C.   The responsibility for fixing and receiving all bonds and bails and receiving all fines, penalties, fees and other moneys as provided by law;
   D.   Payment of all fees, fines, penalties and other moneys collected by the Court to the Treasurer;
   E.   Submitting a monthly report to the Council summarizing Court activities for that month;
   F.   The presiding judge shall have the authority to appoint a mediation hearing officer whose duties shall include:
      1.   The establishment of a mediation hearing process implemented for the specific task of receiving written Lake Havasu City Code violation(s) prepared by Development Services Department and Fire Department code enforcement inspectors.
   G.   The City Magistrate shall be responsible for the administration of the city's operating policies and Procedures as they relate to judicial system employees. A judicial system employee is any classified employee of the city whose normal job duties relate in any significant manner to the judicial functions of the Lake Havasu City Municipal Court. The City Magistrate shall be responsible for all hiring, supervision, evaluation, discipline and dismissal of judicial system employees, provided that such decisions shall conform to and be consistent with the provisions of the city's operating policies and procedures. When the city's operating policies and procedures direct or authorize action by the City Manager or an appeal or grievance to the City Manager, the City Magistrate shall exercise such authority with reference to judicial system employees. The City Magistrate may request and utilize assistance from the City Manager, Director of Human Resources and/or City Attorney.
