§ 11.08.450 HAND-PROPPING OF AIRCRAFT POWERPLANTS.
   Hand-propping of aircraft powerplants is prohibited except when the design of the aircraft is such that this is the only method of starting. When hand-propping is necessary, a licensed pilot or mechanic shall be at the control at all times and the wheels shall be chocked, or the aircraft securely tied down.
