No person shall enter any airport operations area, airport terminal or landing area with any animal, excepting a guide dog for the blind, hearing impaired, or a leashed animal taken to and from an aircraft. Animals may be permitted in other areas of the airport if restrained by a lash or confined in such a manner as to be under control at all times.
