§ 2.20.060 APPOINTMENTS AND REMOVALS—COUNCIL POWERS RESTRICTED.
   A.   The Council shall deal with the administrative services of the city only through the City Manager, except for the purpose of inquiry, and neither the Council nor any members thereof shall give orders to any employees of the City Manager. It shall be the responsibility of the Council and its members to aid and assist in an advisory capacity any department director, individually or collectively, on any phase of policy or public relations, the association not to conflict with the administrative duties of the City Manager.
   B.   With regard to officers and employees appointed by the City Manager, neither the Council nor any of its members shall direct or request the appointment of any person to, or the removal or suspension from, the office by the City Manager or any of the City Manager’s employees, or in any manner take part in the appointment or removal of such officers and employees in the administrative services of the city.
