This article shall not apply to any person who causes or permits the parking of a motor vehicle or similar vehicle owned by him or her upon improved property appropriately zoned for parking facilities/vehicle storage and/or display of vehicles. Person must also be registered with the Administrative Services Department pursuant to Chapter 5.04 of this code for the purpose of carrying on the business of the retail sale of such vehicles.
