For the purposes of this article, UNDEVELOPED LAND means any real property within the city upon which no structure or other improvement has been constructed. UNDEVELOPED LAND does not mean any real property developed and primarily used as a parking lot which is appropriately zoned for parking facilities/vehicle storage and/or display of vehicles.
