A physically disabled person who displays upon the motor vehicle parked by him or her or under his or her direction and for his or her use, a distinguished insignia, placard or number plates bearing the international wheelchair symbol issued pursuant to A.R.S. § 28-2409 may exercise the parking privileges provided in this section. The person is exempt from liability for violation with respect to the parking which indicates a time limitation.
