§ 2.20.010 OFFICE ESTABLISHED—APPOINTMENT—QUALIFICATIONS.
   The City Manager shall be appointed by the City Council on the basis of appointee’s administrative and executive abilities and qualifications and shall hold office at the pleasure of the City Council.
