§ 9.26.010 FINDINGS AND STATEMENT OF POLICY.
   The Council for Lake Havasu City finds that the combination of alcoholic beverages and erotic stimulus is likely to increase the incidence of prostitution, sexual assault and other criminal conduct and is therefore inimical to the public health, safety, and welfare. The Council further finds that it is in the best interest of the public health, safety, and welfare to protect adjoining property and neighborhoods from blight, traffic congestion and litter problems, prevent crime, and maintain property values. Accordingly, it is the policy of Lake Havasu City that the following limitations apply to conduct in certain premises licensed to serve alcoholic beverages within the city. This chapter shall not be construed to control the manufacture, sale, distribution, or disposal of intoxicating liquor.
