As used in this chapter, the following words shall have the following meanings, unless context clearly requires to the contrary.
A. FIRST AMENDMENT ACTIVITY. All expressive and associate activity conducted on private property or public forums that is protected by the United States and Arizona Constitutions, including speech, press, assembly, and the right to petition, but does not include commercial advertising or speech.
B. FIRST AMENDMENT EVENT. An event where the sole activity is first amendment activity.
C. SPECIAL EVENT. Any organized, scheduled activity, or event taking place upon city- owned property which event either interferes with the normal or customary use of the property or inhibits or interferes with the use of the property by the general public.
D. PARADE. A special event that includes any march or procession consisting of people, animals, and/or vehicles, except funeral processions, upon any public street, sidewalk, or alley, which does not comply with normal and usual traffic regulations and controls.
E. SPECIAL EVENT PERMIT. A permit issued by Lake Havasu City in accordance with this chapter.
