No aeronautical activity, including rotocraft, aircraft, helicopter, gliders, weight-shift controls, powered parachutes, parachutes, airplanes, airships, or persons, except hot air balloons, shall take off or land upon any public or private property within the city unless authorized by a special event permit. This section does not apply to emergency landings/takeoffs, medical and emergency helicopters, and military and National Guard personnel or aircraft. Aeronautical commercial activities for parachutes and hot air balloons shall be allowed within the city only when authorized by a city-issued permit.
