§ 9.16.140 WATER FLOW UPON STREETS.
   A.   It is unlawful for any person to willfully or negligently permit or cause the escape or flow of water in such quantity as to cause flooding, or impede vehicular or pedestrian traffic, to create a hazardous condition to such traffic or to the public in any manner, or to cause damage to public streets and other public facilities of the city.
   B.   Except that swimming pools shall be drained in the following order of priority:
      1.   If possible, drain all or a portion of the swimming pool on your own personal property. Do not drain to adjoining property, or allow any water to leave your property in any manner. This can be done without time restrictions. If only a portion of your pool water can be drained onto your property, then option 2 should be followed.
      2.   Drain pool water to an adjacent wash, if available. Do not use the street or an adjacent owners' property to get water to the wash. Drainage can be done without time restrictions; however, the property owner is responsible to insure that no erosion or sediment transport occurs either on the banks or the bottom of the wash that the flow is being discharged to. If you are not adjacent to a wash, see option 3.
      3.   Drain to city sewer. Contact the Wastewater Division to determine if sewer is available at (928) 855-3999 during regular business hours a minimum of 72 hours prior to draining the pool. Do not drain a pool into a septic system. This could result in damage to your home and/or the septic system itself. Drainage to the sewer cannot exceed 12 gallons per minute unless otherwise allowed by the city. Pool water drained to the sewer shall have a pH level between 5½ and 9, and shall meet all applicable water quality limits as may be required by the city. Pools cannot be drained directly into the sewer main. Drainage shall be to the residential connection line on your property.
      4.   Drain pool water to the street. Pool drainage to the street shall be between the hours of 8:00 p.m. and 6:00 a.m. 7 days a week. If it is determined that a pool requires emergency repair for which daytime drainage of the pool is necessary, it shall be done by notifying the Wastewater Division at (928) 855-3999 during regular business hours.
      5.   If a pool is drained outside the prescribed hours without proper notification and approval of the city, the city will initiate the Code Enforcement process.
