A. Any watercraft abandoned within the corporate limits of this city, or any watercraft beached or moored in a manner which impedes or threatens free and safe navigation, may be towed and stored by order of the Police Department.
B. For the purposes of this section, an abandoned watercraft is any unmanned vessel or boat, which is not beached or moored to a fixed object upon the shore, occupying any of the navigable waters within the corporate limits of the city.
C. Any watercraft towed or stored pursuant to the provisions of subsection A of this section shall be so towed and stored at the sole expense of the owner thereof.
