§ 8.12.030 DEFINITIONS.
   As used in this chapter, the words defined in this section are used as so defined unless it is apparent from the context that a different meaning is intended:
   A.   ALARM AGENT. Any person who is self-employed, employed by an alarm business, either directly or indirectly, to sell, lease, install, maintain, service, repair, alter, replace or move an alarm system.
   B.   ALARM BUSINESS. An individual, partnership, firm, corporation or other entity conducting or engaging in the business of selling, leasing, maintaining, servicing, repairing, altering, replacing, moving, installing or monitoring an alarm system in or on any building, structure, place or premises.
   C.   ALARM SYSTEM. Any system or device designed or used for the alerting either directly or indirectly, the city to an unauthorized entry on premises or to signal the commission of an unlawful act, or to transmit a warning of fire, smoke or other peril to which the city is expected to respond.
   D.   ALARM USER. Any person using an alarm system at his place of business or residence.
   E.   AUDIBLE ALARM. An alarm system which creates a sound that can be heard by persons outside the building, structure, place or facility which is protected by such alarm device designed for the protection of unauthorized or attempted entry into a structure or of an emergency situation such as smoke or fire on the premises, and which device is not monitored by an alarm business.
   F.   DIRECT DIAL DEVICE. A device which is connected to a telephone line and upon activation of an alarm system, automatically dials a predetermined telephone number and transmits a message or signal indicating the need for emergency response.
   G.   FALSE ALARM. The activation of an alarm signal eliciting response of the police department personnel where a situation requiring said response does not exist. It does not include activation for testing purposes when the police department is given sufficient warning of such testing. If an alarm response is cancelled, resulting in police department personnel not reaching the premises, the activation shall not be considered a false alarm. Alarm conditions created by violent conditions of nature will not be considered a false alarm.
   H.   NUISANCE ALARM. Any alarm system that actuates excessive false alarms not generated by violent conditions of nature.
   I.   POLICE CHIEF. The Deputy Director, Police Services Division, Department of Public Safety.
   J.   PROPRIETOR-OWNER ALARM. Any alarm which is not monitored or serviced by an alarm business, such as an outside or audible alarm actuating a bell-type device, frequently associated with a store or business.
