A. Generally. The city shall enforce the provisions of this water allocation and management program throughout the water service area by all appropriate means, including but not limited to cooperative enforcement agreements with federal agencies or the State of Arizona and its political subdivisions. With respect to the application of this water allocation and management program within that portion of the water service area located outside the city's boundaries, the city shall seek adoption of the program by Mohave County through appropriate means, including but not limited to a county ordinance or intergovernmental agreement or contract.
B. Enforcement outside city limits. Until such time as agreement is reached with Mohave County concerning application of this water allocation and management program throughout the water service area, the city will provide water service outside the city limits only to parties who agree in writing to comply with the provisions of this water allocation and management program and water service rules and regulations.
