The city shall process water service letter applications on a first come, first served basis in conjunction with building permit, lot split, and/or subdivision plat applications predicated upon the actual date and time that the application is accepted as complete by the city. Receipt of an application form and materials by the city does not constitute acceptance. If the form and materials received are determined to be complete, the date and time of receipt by the city will establish its priority. If the form or materials are determined to be incomplete, then the date and time of the receipt by the city of the missing information and/or materials, which then comprise a complete application, will establish its priority.
