§ 7.04.020 DEFINITIONS.
   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   A.   ACCOUNTING SURFACE. Elevation of groundwater in the Colorado River Valley from which all water below is considered water contributed from the Colorado River and is under federal management. In the Lake Havasu area that elevation is set by Reclamation at 449.7 feet above mean sea level.
   B.   ADDITIONAL WATER SUPPLY. A legal right to water other than the 26,180 acre-feet per annum of Colorado River water contracted under normal water supply conditions by Reclamation and the Mohave County Water Authority to the city.
   C.   EXISTING WATER USES.
      1.   All water service through metered connections; and
      2.   Water service to properties completed and connected to the city water system pursuant to valid building permits.
   D.   LHIDD. The Lake Havasu Irrigation and Drainage District.
   E.   RECLAMATION. The Bureau of Reclamation, United States Department of the Interior.
   F.   WATER SERVICE AREA. The area of obligated Lake Havasu City Colorado River water delivery designated by Reclamation and the Arizona Department of Water Resources and depicted in Exhibit A of the most recently amended contract between the city and Reclamation.
   G.   WATER SERVICE LETTER. A letter issued by the city, as provided in Chapter 7.08 hereof, containing a limited and conditional commitment of the city to supply water to a specified use within the water service area.
