§ 4.12.220 SEVERABILITY.
   It is declared to be the intention of the City Council that the sections, paragraphs, clauses and phrases of this title shall be severable, and if any provision of this title is held unconstitutional for any reason by a court of competent jurisdiction, such unconstitutionality shall not affect any of the remaining provisions of the title.
