No structure, either permanent or temporary, shall be placed in any city right-of-way without a permit from the city as specified in Chapter 11.10 and without further having executed in a form acceptable to the City Attorney an agreement indemnifying the city for any loss, damage or injury occasioned by the placement of the obstruction in the right-of-way.
