A. The City Manager is responsible for the development and administration of a comprehensive system to select and compensate an effective workforce, promote employee safety, maintain personnel records, and communicate operating policies and procedures.
B. The City Manager shall appoint a Director of Human Resources who shall be responsible for city wide human resources management.
