Proposed ordinances shall be contained in the agenda packets prepared by the City Clerk and distributed to all members of the Council at least 24 hours before the Council meeting at which the ordinance is to be introduced. If the ordinance carries an emergency clause, copies of the ordinance must be distributed at least 12 hours prior to the meeting of the Council at which the ordinance is to be considered.
