An action may be rescinded or amended upon a motion to rescind or amend, respectively, made by any member. The motion must be seconded and passed by a majority of the Council. The motion may be made anytime during the meeting in which the action took place or at the next available meeting. If the motion is to be made at the next available meeting, notice must be filed with the City Clerk within 7 days following the date of the original action. The City Clerk shall place the rescission or amendment of the action on the next available agenda. The motion must be made immediately after the item is introduced by the Chairman. The motion is subject to debate.
