The meetings of the Council shall be called to order by the Mayor or, if absent, by the Vice-Mayor. In the absence of both the Mayor and the Vice-Mayor, the meeting shall be called to order by the City Clerk for the election of a temporary chairperson who shall serve until the arrival of the Mayor or Vice-Mayor, at which time the acting chairperson shall immediately relinquish the chair, upon the conclusion of the item of business immediately before the Council.
