The Council shall hold regular meetings on the second Tuesday and the fourth Tuesday of each month at 5:30 p.m.; provided, that when the day fixed for any regular meeting of the Council falls upon a day designated by law as a legal holiday, or if 4 or more members of the Council contemplate that they will be unavailable for a regular meeting and so notify the City Clerk of their anticipated absence at least 7 days prior to the regular meeting, or if there are no items for Council consideration, the meeting will not be held and may be rescheduled to a date certain. The City Clerk, when so notified in accordance with the above provisions, shall cause to be posted in 3 or more public places the fact that the regular meeting in question will not be held. Additionally, the City Clerk shall cause a notice to be published in a local newspaper of general circulation, to appear prior to the regular meeting in question, wherein it shall state that the regular meeting will not be held. All regular meetings of the Council shall be held at the Lake Havasu City Police Facility, 2360 McCulloch Boulevard, Lake Havasu City, or at such other place as may be designated by the Council from time to time.
