§ 2.64.020 DEFINITIONS.
   The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
   A.   DISABILITY.
      1.    A physical or mental impairment that substantially limits one or more of the major life activities of such individual;
      2.   A record of such impairment; or
      3.   Being regarded as having such an impairment.

      4.   Major life activities include such things as caring for one's self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning and working.

   B.   QUALIFIED INDIVIDUAL WITH A DISABILITY. An individual with a disability who, with or without reasonable modifications to rules, policies, or practices, the removal of architectural, communication, or transportation barriers, or the provision of auxiliary aids and services, meets the essential eligibility requirements for the receipt of services or the participation in programs or activities provided by a public entity.
