A. There shall be 5 employee groups within the city. They shall include non-supervisory, non-confidential employees in the eligible position classifications as referenced in Lake Havasu City Operating Policies and Procedures 3.24, Meet and Confer Eligibility.
B. Authorized representation of an employee group shall be determined by the presentation of a petition to the City Manager containing the signatures of a majority of the employees in 1 of the above-designated groups.
