§ 2.62.010 DEFINITIONS.
   The following words, terms and phrases, when used in this article, shall have the meanings ascribed to them in this section, except where the context clearly indicates a different meaning:
   A.   BUDGET YEAR. The annual budget term adopted by the city which runs from July 1 to June 30 .
   B.   BUSINESS DAYS. Monday through Friday excluding holidays as designated by the City Manager.
   C.   DAY. Calendar day except as otherwise stated.
   D.   EMPLOYEE. City Council authorized full-time positions; but shall exclude contracted, temporary, seasonal, or new probationary employees.
   E.   EMPLOYEE ORGANIZATION RECEIVING A MAJORITY VOTE. An employee organization that has been designated as the official and exclusive employee organization pursuant to the petition process identified in § 2.62.030.
   F.   EMPLOYEE ORGANIZATION REPRESENTATIVE(S). Those city employees chosen by the members of an employee group to be their representative(s) in the meet and confer process.
   G.   MANAGEMENT GROUP. The administrative, management level employees selected by a Department Director, which may include the Department Director, to participate in the meet and confer process.
   H.   NON-SUPERVISORY AND NON-CONFIDENTIAL EMPLOYEES. Any city employee who does not have authority to hire, discharge, promote, transfer, suspend, lay off, or discipline other employees or to effectively recommend the action, or who is not in a confidential relationship with city management. Determination of non-supervisory and confidential status shall be made by the City Manager.
   I.   PETITION. A form for signatures established by the City Manager.
