§ 2.60.030 RULES AND REGULATIONS FOR ADMINISTRATION.
   The City Manager may adopt by operating policies and procedures to give effect to this chapter, which may be modified or changed from time to time, but such operating policies and procedures shall follow the generally accepted principles of good personnel administration.
