§ 151.06 ENVIRONMENTAL, OPEN SPACE AND ACCESS REQUIREMENTS.
   (A)   General requirements. Condition of soil, ground water level, drainage and topography shall not create hazards to the property or the health and safety of the occupants. The site should not be exposed to objectionable smoke, noise or other adverse influences, and no portion subject to unpredictable and/or sudden flooding.
   (B)   Soil and ground cover requirements. Exposed ground surfaces in all parts of every manufactured home park shall be paved, or covered with stone, screenings or other solid material or protected with a vegetative growth that is capable of preventing soil erosion and of eliminating objectionable dust.
   (C)   Site drainage requirements. The ground surface in all parts of every manufactured home park shall be graded and equipped to drain all surface water in a safe, efficient manner.
   (D)   (1)   No part of any park shall be used for nonresidential purposes, except the uses that are required for the direct servicing of park facilities and for the management and maintenance of the park.
      (2)   Nothing contained in this section shall be deemed as prohibiting the sale of a manufactured home located on a manufactured home stand and connected to the pertinent utilities.
      (3)   No such nonconforming use as provided in this section may be continued for more than five years after the effective date of this chapter.
   (E)   Required separation between manufactured homes.
      (1)   Manufactured homes shall be separated from each other and from other buildings and structures by at least 15 feet. Manufactured homes placed end-to-end must have a minimum clearance of ten feet.
      (2)   An accessory structure such as an awning, cabana, storage cabinet, carport, windbreak and porch which has a floor area exceeding 25 square feet, and has an opaque top or roof, shall for purposes of all separation requirements, be considered to be part of the manufactured home.
      (3)   Minimum lot sizes shall not be less than 4,000 square feet with a maximum lot coverage of 25% or less of the total lot area. Where minimum lot sizes are 5,000 square feet or more lot coverage may be increased to a maximum of 30% of the total lot coverage in the manufactured home park.
      (4)   The number of manufactured home lots in the manufactured home park shall average no greater than seven and one-half lots per acre.
   (F)   Required setbacks, buffer strips and screenings.
      (1)   All manufactured homes shall be located at least 25 feet away from any property boundary line abutting upon a public street or highway and at least 15 feet from other property boundary lines of the manufactured home park.
      (2)   There shall be a minimum distance of ten feet between the manufactured home stand and abutting park street.
      (3)   All manufactured home parks located adjacent to recreational or commercial land uses shall provide screening such as fences or natural growth along boundary the property boundary line separating the park and the adjacent nonresidential uses, and shall be maintained in a neat and orderly fashion.
   (G)   Park street system and car parking.
      (1)   General requirements. All manufactured home parks shall be provided with safe and convenient vehicular access from abutting public streets or roads to each manufactured home lot. The access shall be provided by streets, driveways or other means. Law enforcement officers shall be permitted to use all park streets at all times.
      (2)   Park entrance. Entrance to manufactured home parks shall be designed to minimize congestion and hazards and allow free movement of traffic on adjacent streets. No parking shall be permitted on the park entrance street for a distance of 100 feet from its point of beginning.
      (3)   Internal streets. Surfaced roadways shall be of adequate width to accommodate anticipated traffic, and in any case shall meet the following minimum requirements.
         (a)   All streets except minor streets shall be 20 feet in width.
         (b)   All dead-end streets shall be marked with approved signs at the entrance to the dead-end street.
         (c)   Minor streets shall be at least 16 feet in width (acceptable only if less than 500 feet long serving less than 25 manufactured homes or of any length if the manufactured home lots abut on one side only).
      (4)   Car parking. Off-street parking areas or on-street parking lanes shall be provided for the use of park occupants and guests. The areas shall:
         (a)   Be furnished at a rate of at least two car spaces for each manufactured home lot; and
         (b)   Be located within a distance of 200 feet from the manufactured home to be served, unless other vehicular access is provided. The minimum street width requirement under division (G)(3) above shall be increased by eight feet if on-street parking is the only type of car parking provided on any given street.
   (H)   Walks.
      (1)   General requirements. All parks shall be provided with safe convenient all season pedestrian access of adequate width for intended use, durable and convenient to maintain, between individual manufactured homes, the park streets and all community facilities provided for park residents. Sudden changes in alignment and gradient shall be avoided.
      (2)   Common walk system. A common walk system shall be provided and maintained between locations where pedestrian traffic is concentrated. The common walks shall have a minimum width of three feet.
      (3)   Individual walks. All manufactured homes shall be connected to common walks, to paved streets, or to paved driveways or parking spaces connecting to a paved street. The individual walks shall have a minimum width of two feet.
   (I)   Seasonal recreational dwelling vehicles.
      (1)   Seasonal recreational dwelling vehicles shall be allowed in manufactured home parks on a limited basis.
      (2)   Seasonal recreational dwelling vehicles shall be allowed in manufactured home parks on a seasonal full-time basis from April 15 of each year through September 30 of each year.
      (3)   Seasonal recreational dwelling vehicles shall be allowed in manufactured home parks in areas designated and approved by the Building Inspector of the city.
      (4)   Seasonal recreational dwelling vehicles shall abide by the same regulations as a manufactured home in manufactured home parks.
      (5)   Seasonal recreational dwelling vehicles in a manufactured home park shall be limited to no more than 20% of its lots.
      (6)   Seasonal recreational dwelling vehicles shall be limited to one specified area and cannot be throughout the manufactured home park.
   (J)   Recreational camping vehicles. Recreational camping vehicles shall not be allowed in manufactured home parks.
