(A) It shall be unlawful for any person to operate any manufactured home park within the limits of the city unless the person(s) holds a valid license issued by the City Council in the name of the person(s) for the specific manufactured home park. All applications for licenses shall be made to the City Council not less than 30 days prior to the effective date of the license. The City Council shall issue a license upon compliance by the applicant with provisions of this chapter.
(B) Every person holding a license shall give notice in writing to the Building Inspector within 72 hours after having sold, transferred, given away or otherwise disposed of interest in or control of any manufactured home park. The notice shall be made to the Building Inspector to include the name and address of the person succeeding the ownership or control of the manufactured home park. Upon application in writing for transfer of the permit and license, the permit and license shall be transferred.
(C) (1) Application for original licenses shall be in writing, signed by the applicant, accompanied by an affidavit of the applicant as to the truth of application and by deposit of a fee as set by the City Council from time to time, and shall contain: the applicant’s name, the location and legal description of the manufactured home park; and a site plan of the manufactured home park, showing all manufactured home lots, structures, roads, walkways and other service facilities.
(2) Applications for renewals of licenses shall be made in writing not less than 30 days prior to the effective date by the holders of the licenses, shall be accompanied by the deposit of a fee as set by the City Council from time to time, and shall contain any change in the information submitted since the original license was issued or the latest renewal granted.
(D) Whenever, upon inspection of any manufactured home park, the Building Inspector or authorized representative of the City Council finds that conditions or practices exist which are in violation of any provision of this chapter, the Building Inspector shall give notice in writing to the person to whom the license was issued that conditions or practices shall be corrected with a 30-day period of time specified in the notice by the Building Inspector. At the end of the period of time the Building Inspector shall re-inspect the manufactured home park, and, if such conditions or practices have not been corrected, the City Council and the City Administrator will give notice in writing of the suspension to the person to whom the license is issued. Upon receipt of notice of the suspension, the person shall cease operation of the manufactured home park.
