(A) Persons beginning and/or completing construction or alteration before a building permit has been obtained shall be charged twice the actual building permit fee.
(B) A person beginning and/or completing construction or an alteration in which a building permit is required to have been obtained before the commencement of that work and the person failed to obtain the building permit shall be in violation of this subchapter as stated in § 150.24.
