§ 133.01 FINDINGS.
   The City Council finds that repeat predatory offenders present a real threat to public safety and that the safety of children in particular is a concern. Certain predatory offenders are likely to use physical violence and present a high risk to repeat their offenses, and it is likely that most such predatory offenders have committed more offenses than they have been convicted of, and have more victims than have been reported. This makes dealing with the potential danger posed by repeat predatory offenders extremely important.
