Unless authorized in another location by the Council, gambling devices shall be operated and raffles conducted by a licensed organization only upon premises which it owns or leases, except that tickets for raffles may be sold off the premises. Leases shall be in writing and shall be for a term of at least 12 months. No lease shall provide that rental payments be based on the percentage of receipts from gambling devices or raffles. A copy of the lease shall be filed with the City Administrator.
