§ 111.10 FEES.
   (A)   Investigation fee. The initial investigation fee shall be $150. The investigation fee may be adjusted and amended from time to time by resolution of the City Council.
   (B)   Annual license fees. The annual license fees for alcoholic beverage licenses shall be as follows:
      (1)   3.2% malt liquor, off-sale: $30;
      (2)   3.2% malt liquor, on-sale: $45;
      (3)   Temporary 3.2% malt liquor, on-sale for special events: $20;
      (4)   Intoxicating liquor, on-sale:
         (a)   Club license: $200;
         (b)   Brew pub: $2,500; and
         (c)   All other business licensees; $2,500.
      (5)   Intoxicating liquor, off-sale: $100
      (6)   Sunday intoxicating liquor, on-sale, for special events: $200; and
      (7)   Duplicate: $50 or original fee, whichever if less.
   (C)   Fee increase procedures. The annual license fee may not be increased until a public hearing is conducted on the issue. Notice of the proposed increase of fees must be mailed to all affected licensees at least 30 days before the date of the hearing.
   (D)   Pro-rating annual license fees. The annual license fee shall be pro-rated for the initial issuance or transfer of a license or permit. Upon approval by the Council, the City Administrator shall determine the proportion of the year remaining for the license and that proportion of the license fee shall be charged to the applicant.
   (E)   Refunding fees. If a licensee stops doing business or desires to transfer the license, then written notice must be provided by the licensee to the City Administrator. The Administrator shall determine the proportion of the year remaining for the license. Upon approval by the Council, that proportion of the license fee shall be refunded; however, there shall be no refund if the license is revoked.
