(A) No person shall park, keep, place or store or permit the parking, keeping, placing or storing of a junk vehicle on any public street or alleyway, public parking lot or other public land.
(B) No person shall park, keep, place or store or permit the parking, keeping, placing or storing of a junk vehicle on any private property located within the city limits of the city unless such vehicle is duly licensed with the State of Minnesota or is contained within a completely enclosed structure.
