It is unlawful for any processions, parades, pageants, ceremonies, exhibitions, celebrations, training exercises, entertainment, to take place in any park, except with written permission of the City Council, which shall also be subject to additional regulations as the Council may prescribe. The written permission shall only be given if the public gathering will not be detrimental to the health, safety or general welfare of the residents of the city.
