§ 94.22 AUDIO DEVICES.
   It is unlawful for any person to operate or play any musical instrument, radio, television, record or tape player, loud speaker, public address system or sound amplifying equipment of any kind in any park in such a manner that the sound emanating therefrom substantially interferes with the reasonable use of the park by others or substantially disturbs the residents of adjacent property without the written permission of the City Council. The written permission shall only be given if the operation of the audio device will not be detrimental to the health, safety or general welfare of the residents of the city.
