§ 94.21 BEER, WINE AND LIQUOR.
   (A)   It is unlawful for any person while in any park to transport, possess or consume liquor, beer or wine in a single container which contains or has the capacity to contain more than one gallon, or beer in quantity packages of more than one case without first having obtained a permit from the city.
   (B)   All permits for purposes of this section may be issued by the City Council, upon recommendation of the Chief of the Police Department.
   (C)   The permits shall specify the conditions under which the permit is issued and shall include the following information:
      (1)   The park to which the permit pertains;
      (2)   The date on which the permit will be valid;
      (3)   The person or persons to whom the permit is issued;
      (4)   The type and quantity of beverage to which the permit pertains; and
      (5)   Any other conditions or restrictions that the City Council shall deem necessary to adequately provide for the public welfare and safety.
   (D)   A permit will not be required for any persons issued a temporary license to sell beer by the City Council.
