(A) Public parks shall be closed during the hours of 10:00 p.m. to 6:00 a.m. and the City Police Department or other law enforcement officers may take whatever steps necessary to remove persons located within public parks during those hours. It is specifically intended to proscribe loitering or lingering within public parks during closed hours although to allow normal foot traffic for pedestrians who are en route to their destinations by the shortest or most convenient routes.
(B) The City Council is hereby empowered to issue and promulgate regulations as may be necessary by resolution from time to time for the protection and proliferation of wild animals and birds and their natural habitat within public parks. In addition, the City Council shall, as the Council may from time to time direct, make improvements within the parks as may be beneficial to foster and encourage the proliferation of wild animals and birds in the park and the enjoyment thereof by the public.
