(A) Applicability. This schedule shall apply to all vehicles being parked or intended upon being parked along either side of East Watonwan Street.
(B) Purpose. The City Council has enacted this schedule for the purpose of protecting pedestrians and all residents from vehicle accidents during periods of vehicle traffic congestion occurring on a regular basis during the school day.
(C) Parking. There shall be no parking or stopping along the south side of East Watonwan Street, from Main Street easterly to Oakland Street, between the hours of 7:00 a.m. and 4:00 p.m. on any regular school day of the Lake Crystal Wellcome Memorial No. 2071 School District, more specifically, when the Lake Crystal Wellcome Memorial No. 2071 Elementary School facilities are in session.
(D) Police duties. The City Police Department shall enforce the provisions of this schedule and the state traffic laws. Police officers are authorized to direct all traffic within the city, either in person or by means of visual audible signal, in conformity with this schedule and the state traffic laws. During a fire or other emergency to expedite traffic or safeguard pedestrians, officers of the Police Department may direct traffic as conditions require them notwithstanding the provisions of this schedule and state traffic laws. Officers of the Fire Department may direct or assist the Police Department in directing traffic at the scene of a fire or in the immediate vicinity.
(E) Penalty. Unless otherwise declared in this schedule with respect to a particular offense, any vehicle parked or stopped in violation of any signs, conditions or requirements of this schedule is declared a misdemeanor, and subject to § 10.99.
