§ 72.01 INTENT.
   The city finds and declares that the provisions of this chapter are enacted for the following reasons:
   (A)   To establish safety equipment requirements for the operators of bicycles, skateboards and mopeds; and
   (B)   To establish regulations governing the operation of bicycles, skateboards and mopeds on the roadways within the city limits.
