§ 71.09 PARKING.
   (A)   Parking. Except where the City Council may designate by resolution that angle parking shall be required, on all other streets vehicles shall be parked parallel to the curb or edge of the roadway in accordance with law.
   (B)   No parking, stopping or standing zones.
      (1)    The City Council may, by resolution, designate certain streets and alleys, or portions of streets, alleys, or parking lots as no parking or no stopping and standing zones or as zones for parking by physically handicapped persons and may limit the hours in which the restrictions apply. These regulations may also include limiting the times that vehicles may be parked or intended to be parked in the street or alley and include a determination that there should be no parking in the street or alley. In making these decisions, the City Council shall consider the nature of the neighborhood, the location of schools, parks, recreational facilities, medical facilities, nursing homes, and other factors that affect pedestrian use of the roads and the traffic flow of the area. If the Council determines that parking shall be restricted or that there be no parking on a street or alley, signs will be erected advising the public of the restriction.
      (2)   The City Street and Maintenance Department shall be directed to mark by appropriate signs each zone so designated. Except when necessary to avoid conflict with other traffic or in compliance with the directions of a police officer or a traffic control device, no person shall stop or park a vehicle in an established no parking stopping or standing zone when stopping or standing is prohibited.
      (3)   No vehicle shall be parked in a no-parking zone during hours when parking is prohibited except as permitted by state law and except that a vehicle may be parked temporarily in the zone for the purpose of a funeral procession and a truck may be parked temporarily between the hours of 7:00 a.m. and 12:00 noon of any business day for the purpose of loading or unloading where access to the premises is not otherwise available.
   (C)   Time limit parking zones. The City Council may, by resolution, designate certain areas where the right to park is limited during the hours specified. The City Street and Maintenance Department shall be directed to mark by appropriate signs each zone so designated. During the hours specified on the sign, no person shall park a vehicle in any limited parking zone for a longer period than is so specified.
   (D)   24-hour parking. No vehicle in any case shall be parked upon any city-owned street, alley or parking lot in anyone place for a longer continuous period than 24 hours.
   (E)   Truck parking.
      (1)   On-street parking. It is unlawful to park a detached semi-trailer, semi-truck with a trailer, truck-tractor, any combination of the same or any vehicle with a gross weight in excess of six tons, upon any street, alley or parking lot owned by the city.
      (2)   Off-street parking. It is unlawful to park a detached semi-trailer, semi-truck with trailer, truck-tractor, any combination of the same or any vehicle with a weight classification of G through T inclusive, as specified in M.S. § 168.013, Subd. 1e, as it may be amended from time to time, upon any private property within the city in any area zoned as a residential district.
      (3)   Exceptions. The above provisions shall not apply to restrict parking which is otherwise legal, as follows:
         (a)   Parking for the purpose of loading and/or unloading and then only during the time necessary for that purpose; and
         (b)   Vehicles used for residential construction activities during the period of time that they are needed to be used for that activity and they have notified and received authorization from the Police Department.
   (F)   Recreational vehicle parking. It is unlawful to park any recreational vehicle on any street, alley or parking lot owned by the city. For the purposes of this chapter, a RECREATIONAL VEHICLE is defined as follows: travel trailers, including those that telescope or fold down, chassis mounted campers, house cars, motor homes, tent trailers, slip-in campers, non-motorized trailers intended and generally used for transporting boats, utility trailers, snowmobiles, all-terrain vehicles, boats or any other watercraft.
   (G)   Police duties. The City Police Department shall enforce the provisions of this section, related schedules, and the state traffic laws. Police Officers are authorized to direct all traffic within the city, either in person or by means of visual audible signal, in conformity with these regulations and the state traffic laws. During a fire or other emergency to expedite traffic or safeguard pedestrians, Officers of the Police Department may direct traffic as conditions require them, notwithstanding the provisions of this section, related schedules, and state traffic laws. Officers of the Fire Department may direct or assist the Police Department in directing traffic at the scene of a fire or in the immediate vicinity.
   (H)   Impoundment. Any police officer may remove a vehicle from a street or parking lot to a garage or other place of safety when the vehicle is left unattended and constitutes an obstruction to traffic or hinders snow removal or street improvement or maintenance operations. The vehicle shall not be released until the fees for towing and storage are paid in addition to any fine imposed for violation of this ordinance.
   (I)   Violation. The presence of any motor vehicle on any street or parking lot when standing or parking in violation of this chapter is prima facie evidence that the registered owner of the vehicle committed or authorized the Commission of the violation.
   (J)   Penalty. Unless otherwise declared in this section or related schedules with respect to a particular offense, any vehicle parked or stopped in violation of any signs, conditions, or requirements of this section or related schedules is declared a misdemeanor, and subject to § 10.99.
