(A) Restriction on turns. The City Council by resolution may, whenever necessary to preserve the free flow of traffic or to provide for the safety of other vehicles or pedestrians, designate any intersection as one where the turning of vehicles to the left or to the right, or both, is to be restricted at all times during specified hours. The City Street and Maintenance Department shall be directed to mark by appropriate signs any intersection so designated. No intersection on a trunk highway shall be so designated until the consent of the Commissioner of Transportation to the designation is first obtained. No person shall turn a vehicle an any such intersection contrary to the directions on the signs.
(B) U-turns. The City Council may, by resolution whenever necessary to preserve the free flow of traffic or to provide for the safety of other vehicles or pedestrians, designate any intersection as the one where the turning of a vehicle so as to reverse its direction is prohibited. The City Council shall provide for the erection of proper signs to designate those intersections upon which a U-turn is prohibited.
