This chapter shall apply to all driving conduct within the city, whether on a street, parking lot, public or private property or on the ice of any lake or river. Furthermore, this chapter is intended to act as a localized supplement to the state statutes, which terms and definitions are applicable, except as otherwise provided in this chapter.
