(A) The authority hereby establishes a Capital Equipment Improvement Program. The purpose of the program is to establish an orderly program of capital equipment replacement based on the replacement costs, service and life expectancy of the equipment and the annual replacement cost.
(B) The Capital Equipment Improvement Program will be established under the following conditions.
(1) The program be set up on a four-year schedule and budget to anticipate an orderly replacement of capital equipment, based on the condition in division (B)(2) below.
(2) The data basic for this program be the basic equipment and maintenance information records of the maintenance management system.
(3) The program be reviewed annually, as part of the sewer service charge system to ensure that the program schedule and budget is coordinated and adjusted with the condition in division (B)(1) above.
(4) The estimated annual equipment replacement cost will be placed in a Capital Equipment Replacement Fund.
