Bills for the charges for the use and service of the sanitary sewer system shall be made out by the Public Utility Department, in accordance with its usual and customary practices. The time of making the bills and the period covered thereby shall be in accordance with the meter reading practices of the Public Utility Department. The billing period will be based on quarterly meter reading. All bills shall be payable to the office of the Department of Public Utilities. All bills shall be paid within 30 days. If bills are not paid within 30 days, an interest penalty of 5% per annum shall be assessed. The authority shall reimburse the Public Utility Department for all reasonable costs incurred in meter reading, billing and collection.
