On or before November 1 of each year, the Public Utility Department shall certify to the City Administrator a list of unpaid accounts showing the names and addresses of all unpaid sewer accounts up to September 30 of that year. On or before November 25, the Council shall assess the unpaid accounts against the property receiving the use and service of the sanitary sewer system, with the assessments including interest at 5% per annum from October 1 to May 31 following, shall be a lien on the affected properties as shown in the assessment tabulation and shall be collected in the same manner as other special assessments. The sum collected together with interest shall be deposited in the Sewer Service Fund for subsequent transfer to the appropriate expenditure account.
